PEI’s staff of highly trained professionals includes registered engineers and geologists, environmental scientists, and remediation specialists. The majority of PEI employees individually have greater than 15 years of direct experience in the environmental consulting industry along with considerable oil and gas experience in hydrocarbon processing environments (E&P, midstream, downstream and petrochemical). Our experience encompasses the full spectrum of services traditionally offered by large consulting companies with dedicated client managers and staff assigned for each client’s projects.
GEOSCIENTISTS
PEI’s senior geoscientists have over 60 years of combined experience in providing specialized solutions for soil and groundwater issues.
With extensive educational backgrounds and professional registrations, they are qualified in a multitude of disciplines, including monitoring well installation and aquifer characterization, near-surface geophysics, and groundwater modeling.
ENGINEERS
PEI’s engineering staff includes mechanical, civil, and environmental engineering expertise. With extensive educational backgrounds and professional registrations, they are qualified to provide such services as design and construction of stormwater and wastewater reclamation and treatment systems, process evaluations, pipeline design and construction oversight, and design and installation of erosion and sediment control systems.
MERCURY SPECIALISTS
PEI’s Mercury Team is among America’s premier metal identification and remediation service groups. With experience and expertise at refineries, gas plants, compressor stations, and on- and off-shore drilling and production platforms, the Mercury Team is able to perform such services as mercury and toxic metals assessment and management, process system decontamination, and health and safety monitoring.
COMPLIANCE SPECIALISTS
PEI’s compliance specialists have a wide range of expertise in a multitude of disciplines. Areas of expertise include multi-media environmental and due diligence audits and assessments, stormwater pollution and spill prevention plans, design and implementation of hazardous waste management plans and permits, air quality permitting and compliance, USEPA Clean Water Act permitting and compliance, stormwater permitting and compliance, and emergency planning.
REMEDIATION PROJECT MANAGERS
PEI’s remediation and project managers have a wide range of expertise in a multitude of disciplines. Areas of expertise include waste stream characterization and management, source reduction and waste minimization, facility and TSDF audits, soil and groundwater remediation system design, installation, operation, and maintenance, rapid spill response contract services, NORM survey and disposal management, and long-term groundwater monitoring.

Thomas FitzHenry, remediation manager at PEI, has over 30 years of comprehensive environmental project management, field supervisory and hands-on experience. He has successfully managed and implemented numerous emergency spill response activities; directed remedial investigations and focused source investigations; UST/AST tank closures; multi-media contaminant assessments; remediation system design and installation; innovative technology implementation; corrective measures studies; Phase I/II/III environmental site assessments; sale lease due diligence inspections and cleanup; internal corporate facility audits for EH&S; 3rd party waste handling audits; SPCC/SWPP review update and preparation; ONG pit closure and remediation; NPDES review; portable fire extinguisher placement, maintenance and inspection services; NORM surveys; RCRA, TSCA and E&P waste stream characterization, and onsite and innovative chemical cleaning, disposal, transportation and waste management activities.
Mr. FitzHenry has also performed remediation construction, site investigation implementation and project management oversight of several large-scale interim measure and closure activities. He has successfully completed a number of such projects under RCRA, CERCLA and State regulations for numerous government agencies and commercial clientele nationwide.
Alan Hopkins, P.G.

Alan Hopkins has over 25 years of experience in soil and groundwater investigations, groundwater modeling, remediation procedures for petroleum and chlorinated hydrocarbon contamination, PCB and metal contamination, risk-based corrective action including natural attenuation, risk assessments, and all phases of remedial investigations. He also has extensive experience in performing due diligence investigations for multiple client types including oil and gas, mining, and residential and commercial developers. He is also experienced in environmental geophysics using ground penetrating radar, resistivity, conductivity, shallow refraction techniques, and magnetometers.
Evan Tullos

Evan Tullos is a compliance specialist with more than 25 years of experience in Clean Air Act (CAA) permitting and compliance, Clean Water Act (CWA) permitting and compliance, Emergency Planning and Community Right-to-Know (EPCRA), Resource Conservation and Recovery Act (RCRA) compliance, and multimedia environmental compliance audits. Mr. Tullos has worked with facilities in numerous states and in international locations. These industries have included petroleum refining and storage, oil & gas exploration and production, power generation, chemical manufacturing, aerospace manufacturing, and various other manufacturing industries.
Jake Gallegos, P.G.

Jake Gallegos has more than 30 years of experience in a broad range of services including work planning, site investigation, technical evaluations of complex hydrogeologic systems, fate and transport assessments, groundwater modeling, risk assessment, public relations and, regulatory negotiations. He has extensive experience in the planning and implementation of environmental restoration projects performed under RCRA, CERCLA, and voluntary remediation programs. Mr. Gallegos has also planned, evaluated, and directed clean water supply and development projects in Colorado, Wyoming, and New Mexico. Mr. Gallegos is a registered professional Geologist in Wyoming.

Clint Moseley
Project Manager

Clint Moseley has 12 years of experience in environmental consulting disciplines, including management and oversight of PCB, VOC, SVOC, TPH, and metals assessment and remediation projects at natural gas compressor and M&R stations. He also oversees monitoring well installation, groundwater sampling, plume delineation, and development of remedial action plans to address groundwater impacts from former pits at natural gas compressor stations.
Timothy Jenkins, P.E.

Timothy Jenkins, a Principal Engineer with PEI for 10 years, has more than 20 years of environmental engineering experience and expertise covering a wide variety of projects. Mr. Jenkins has developed a primary focus on assessment, development, and implementation of remediation technologies for petrochemical impacts to both environmental and man-made systems. As part of this focus, Mr. Jenkins has assisted clients with chemical decontamination, site assessments, site remediation, air permitting litigation support, risk assessments, and regulatory compliance. Mr. Jenkins has performed site closures, remedial design, and provided field and project oversight for sites with soil and groundwater impact from chlorinated hydrocarbons (PCE, TCE, VC), metal (Hg, Pb), Volatile Organic Constituents (BTEX), and other chemicals of concern. As part of the Mercury and Chemical Services Group, Mr. Jenkins has provided project and technical management for energy sector clients in on-shore and off-shore applications through research projects leading to full-scale implementation.
Thomas Haney

Thomas Haney is an environmental engineer with over six years of experience in air quality permitting and compliance. He has obtained authorization for (Title V, New Source Review (NSR) case-by-case, and Permits by Rule (PBRs)) and evaluated compliance with air quality requirements for numerous facilities.
These facilities have included the oil and gas, chemical, and manufacturing industries. Mr. Haney has helped clients with various other air quality services, including emissions inventory, reporting, stack testing support, air quality monitoring, emissions tracking, and resolving a wide range of obstacles.
Tod Trumbull
Health & Safety Manager

Mr. Trumbull has over thirty years of environmental health and safety, compliance, and project management experience including five years of experience on the U.S. EPA TAT Team. Mr. Trumbull is a Certified Safety Professional, CSP (BSCP), aCertified Safety Trainer, C.S.T., (N.A.S.H.P.), a Certified Environmental Inspector (CEI), and a Registered Indoor Air Quality Manager (RIAQM).
Previously the Chemical Safety Audit Coordinator for the U.S. EPA TAT program in Region II and conducted emergency response activities throughout EPA Zone I. Past experience also includes health and safety/accident prevention plan development, take-off estimates, proposals and contract management.
Ed Bush

Ed Bush has been providing on-site remediation oversight for over 20 years on a wide variety of projects. For the past six years he has been actively involved in the assessment and remediation of natural gas meter stations and compressor stations. He also provides sampling support for the assessment of mercury in natural gas at midstream facilities throughout the United States.
Bill Pierce

Mr. Pierce has 30 years of experience in the environmental field working for Chevron and Tetra Tech, Inc. and is currently the program manager for the Chevron Phillips account for PEI. Mr. Pierce is experienced at managing large complex environmental projects. His background includes site assessment and remediation of oil and gas sites, permit applications and registrations for production facilities, emergency response to pipeline releases, litigation support, public relations, permitting of hazardous waste facilities, closure of regulated facilities, regulatory agency negotiations, governmental affairs, development of compliance plans for petrochemical facilities, development of environmental impact statements on pipeline projects, development of NEPA related permits, closure of UST sites, and the design and installation of a wide range of remediation systems.
Mr. Pierce has international experience in managing environmental projects in Canada, Europe, Russia, and the Middle East. Mr. Pierce effectively managed and led complex multiyear, multimillion-dollar pipeline remediation and litigation projects with cross-functional teams of attorneys and consultant personnel. Mr. Pierce's leadership style is participative and collaborative with a focus on long-term strategic solutions.
